Russell is Director of the Health Sciences Records and Archives Association, and Director of Heath Barrowcliff Consulting Ltd, an independent consultancy specialising in records management and information governance in the healthcare and pharmaceutical sectors.

As Executive Committee Member of HSRAA Russell has co-authored numerous publications including (among others) eTMF and Selection, An Impact of EU536/2014 on Clinical Records Management, Evaluation and Selection of Commercial Archive Contractors, and Guide to the Archiving of Electronic Records.

As former member of the TMF Reference Model Steering Committee, Russell was Project Lead for the recently published Real-World Evidence Study Master File and Co-Author of a number of publications including The Framework for the Destruction of Paper Clinical Documents and Guidance for the Management of e-Mail Communications in Clinical Studies.

Russell’s particular interests are in information governance, data integrity and evidential weight, digital preservation, and the use of enabling technologies to optimise processes, enhance operational efficiencies, and improve study conduct. He has spoken and trains on a wide range of information governance issues for several sector-specific organisations, including the HSRAA, Research Quality Association, Pharmaceutical Quality Group, the NHS R&D Forum, and The Institute of Clinical Research.
